I've seen this a couple times: Someone in a fully upgraded car (and a good driver) is way out in front of me in a League event, but then they stop a few yards short of the finish line and sit there for a couple of minutes. 

Are they deliberately losing points to stay in a lower league? I'm currently in the "Masters" League, and relatively new to GC.
