The rivals event is now live, so you can start putting laps down. Tanner has set an initial time of 1:42.065, which appears to be quite competitive. Manteomax posted a tweet about that lap time putting Tanner in the top 800 worldwide, so it might not be straightforward to beat him. Don't despair, there are several rewards available, and only one of them requires beating him:

Participation reward (set any lap time, does not have to be a clean lap): 1995 Volkswagen Corrado VR6
Get within two seconds of Tanner's final time: Disco Driver suit.
Beat Tanner: 1973 Pontiac Firebird Trans Am SD-455.
