This suggestion came about as a result of this post.  We thought we'd open this up for discussion to see if we can reach a consensus as to how to reference events in a clear and concise way.

The main consideration is that the references should not get broken from one version to another.  For example, when the time-trials were added, they were inserted at various points in each series, thus changing the previous tier numbering scheme.
