Slight touches on walls and other cars doesn't count instantly as damage.
Possible that they accumulate, but I have done it in the first attempt.

Hit the lead early, and we'll race with the lights down to be inconspicuous.

Even with a lot of upgrades I fail at the moment to get the lead at the end of the first lap, but I think I will do it in the next minutes
Update: It looks like a upgrade trap. in my first attempts it doesnt dumb down the bots and the other cars are not slow 
....I have my car on 46 with 24/30 upgrades....
The best I have placed at the moment is 2nd with at least 100m behind.
And we all drive hockenheim GP nearly "blind"....
Update 2: I have no idea how to get first, so I upgraded to 25/30 with the 30G engine upgrade....
then it was easy.... so, in my eyes it is an upgrade trap...
It will be interesting who can manage it with less upgrades.
URGENT ATTENTION REQUEST: I am absolutly sure that I didn't have completed the 4 laps... I crossed the line for the 4th lap and the reace imeadetly stops and I am the winner.
Can someone confirm this?
