1) MHL-HDMI adapter (Android)
Place the MHL little box between phone and TV, while a 2A+ high-power wall charger + male-male micro USB feeds the device -- which is inexpensive and light in weight (although you might prefer using a USB extension ).
And, of course, your phone should be compatible with the MHL interface. For Apple devices, there is even a lightning-to-USB adapter but that will probably not work.
I actually tested a cheap MHL device and it worked quite well!
In case this is discontinued or hard to find, the next option looks even better.
2) Slimport
Same arrange as the MHL apparently, even faster connection.
3) HDMI from a PC with Android emulator
Don't judge. You can use just the keyboard as a controller, but it's possible to use your phone or even a wheel:
