What we know so far is :

Max tuning available will be 8-6-6-8 giving a max boost of ~9.1 PR costing M$ 3,361,000. This tuning pack is more or less the same as Belgium (9-6-7-6)/Silverstone (8-7-7-6)/Austria (7-7-6-8).

Fixed PR event requires a PR boost of +10 to win the car. So the 0.9 PR required will have to made up from driver/principal upgrades costing GC even if the tuning pack is maxed.

As always, GP needs to completed within 5 days to win a car. The event rewards are M$ 200,000, 50 gold, the Abu Dhabi Tuning Setup and a 2020 F1 car of the Player’s Choice.
